What this does and doesn't say

"Not taxed" means the host country does not tax that income. It says nothing about your home country, or wherever you remain tax resident — US citizens are taxed on worldwide income wherever they live. Most exemptions below also depend on the income being paid from outside the country and on you not crossing the ordinary day count, which is on its own page.

Closed and never-opened programmes are excluded from every count. A visa you cannot get has no tax treatment worth comparing.

The 20 that don't tax foreign income

Open programmes whose government publishes that foreign-earned income is not taxed locally. Several are territorial tax systems; a few have no personal income tax at all.

One record per programme, each carrying the government's published position and the date we last checked it.
